Togo's government cut its 2026 budget 0.3% to 2,744.2bn FCFA (€4.18bn) in a draft amended budget adopted on October 22, the government's news site said. The draft puts the deficit at 247.6bn FCFA (€377mn), or 3.4% of GDP, the site said. The draft 2027 budget totals 2,684.1bn FCFA (€4.09bn), 2.5% less than the initial 2026 budget of 2,751.5bn FCFA.
Analysis: The revised deficit would exceed the original 2026 target of 3% of GDP, the WAEMU ceiling, by 0.4 percentage points. Overall spending changed little, indicating that projected receipts or other budget items have shifted. Officials said the revision aims to protect households from higher fuel costs and secure additional external financing. A wider deficit would matter to government suppliers and investors in Togolese debt, but the cabinet communiqué did not provide updated tax revenue figures. Parliament's review of the 2026 revision and draft 2027 budget should make the underlying assumptions clearer before year-end.
