Togo plans to rehabilitate 846 kilometers of rural roads in the second phase of its rural roads program, at an announced cost of 35.54bn FCFA (€54.2mn), Togo First reported on October 26, describing the first phase, which targeted 935 kilometers for 23.21bn FCFA (€35.4mn), as officially complete. However, the government's news site said on October 24 that the first phase had rehabilitated 625 kilometers, with nearly 250 more under way.
Analysis: The planned second phase costs about 42mn FCFA (€64,000) per kilometer, roughly 70% more than the first phase's 24.8mn FCFA (€37,800), by our calculation. Officials and Togo First describe first-phase progress differently: a completion ceremony was held, while government figures show 625 km finished and 250 km under way, together below the 935-km target. The roads serve cotton, coffee and cocoa farming communities. Contractors will need confirmed financing and tender dates before planning work. AFD and KfW were seeking about €50mn more by end-2026, but no construction start date was announced.
