Senegal plans to introduce tax stamps on sugary drinks, alcohol, tobacco, cigarettes and packaged water in 2027, according to the finance bill published on October 14. The system would require producers and importers to apply tax stamps to covered products. The draft amended 2026 budget also proposes penalties for goods sold or held without the required stamps.
Analysis: Businesses holding unstamped goods would face fines equal to the full value of the unstamped goods, compared with a fixed penalty of 200,000 FCFA (€305) for other violations. The rules would apply to distributors and retailers as well as manufacturers and importers, increasing compliance requirements across the supply chain. Beverage producers, tobacco importers and water bottlers would need to adapt their packaging and distribution systems, potentially raising costs. However, the government has yet to announce the exact start date, price of the tax stamps or system operator. These details are expected in implementing regulations from the Ministry of Finance.
